What Is a JSA?

At its simplest, a JSA answers three questions for a single task: what are the steps, what could go wrong at each step, and what are we doing about it. The finished document is usually a three-column table (job step, hazards, controls) signed by the workers doing the task before they start.

How to Write a Job Safety Analysis Step by Step

  1. Pick the task and scope it. One task per JSA: “install roof sheeting to garage”, not “build garage”. A tight scope keeps steps concrete.
  2. Break the task into steps. List the steps in the order they’ll happen, from setup to clean-up. Aim for roughly five to ten steps; too few hides hazards, too many buries them.
  3. Identify the hazards at each step. Ask what could realistically go wrong: falls, falling objects, manual handling, electricity, plant and vehicles, weather, hazardous substances, other trades working nearby.
  4. Decide the controls. For each hazard, record what will be done to eliminate or reduce it. Prefer stronger controls (eliminate the hazard, substitute, isolate, engineer it out) before relying on administrative rules and personal protective equipment.
  5. Assign responsibility. Name who sets up each control and who checks it; a control nobody owns is a control that doesn’t happen.
  6. Review it with the crew and sign on. Everyone doing the task reads or walks through the JSA, raises anything missed, and signs. New starters sign on before joining the task.
  7. Keep it live. If conditions change (weather turns, a new hazard appears, the method changes), stop, revise the JSA, and re-brief.

Worked Example: Installing Roof Sheeting

Here’s a simplified example for installing metal roof sheeting on a single-storey extension. (Note: roof work at height may be high-risk construction work requiring a SWMS in your state; this example illustrates the JSA method, not a substitute for your legal obligations.)

  • Step 1: Set up access and edge protection. Hazards: falls from height, unstable ladder footing. Controls: install edge protection or guardrails before work starts; secure ladder access; check scaffold or platform tags.
  • Step 2: Load sheets to roof. Hazards: manual handling strain, dropped sheets striking workers below, wind lifting sheets. Controls: mechanical lifting where practical; two-person lifts; exclusion zone below; stop work in high wind.
  • Step 3: Position and fix sheets. Hazards: falls through fragile areas or openings, cuts from sheet edges, noise from fixing tools. Controls: cover or barricade openings; walk on battens or designated routes; cut-resistant gloves; hearing protection.
  • Step 4: Cut sheets to size. Hazards: flying swarf, eye injury, hot particles. Controls: eye protection; cut away from others; manage offcuts immediately.
  • Step 5: Clean up and demobilise. Hazards: slips on offcuts, falls while removing edge protection. Controls: remove debris progressively; edge protection comes down last, by trained workers.
